Bug Report – Ulduar Boss Issues
So far, I’ve found the following issues in Ulduar:

Iron Council:
Rune of Power is not being cast during the encounter. This means the expected 50% damage increase mechanic is missing.

Kologarn:
Rubble adds sometimes spawn before one of Kologarn’s arms has been destroyed. This does not match expected encounter behavior.

Hodir:
During Flash Freeze, NPCs are supposed to become frozen and attackable so players can free them. Currently, they are not attackable, making it impossible to unfreeze them. As a result, they die and do not provide buffs for the fight.
Additionally, the Storm Power buff (increasing critical strike damage by 135%) does not seem to be reliably granted, which is especially important for Hard Mode progression.
Other than these issues, I did not notice additional bugs in this encounter.

Thorim:
There is a major issue during the tunnel phase. After clearing the initial trash and entering the tunnel, players are instantly killed by a large lightning-based ability. This prevents normal progression through the tunnel, which in turn breaks the encounter flow and prevents reaching Phase 2 properly.
This issue should be investigated as a priority, as it effectively blocks completion of the boss.

Some encounters in Ulduar currently feel inconsistent in difficulty due to missing or broken mechanics. It may be worth reviewing tuning and ability functionality across the instance to ensure a more stable and intended experience.
